For me the settings in title menu are not what they're in-game after I've loaded a save file, so, as someone said, the settings may be somehow tied to the save file. Anyway, I believe it has to do with where you set the setting. I think that if you set it in title menu every time before loading a game, the setting may not be saved correctly. It also sometimes seems random whether or not it saves my full screen settings too. It’s not terribly annoying but it’s just dumb. Still have to turn them back on every time I boot the game up. I have since I always save in game before quitting for the day and I’m only using the one save file. Remember to save in game after you changed it, since settings are tied to each individual save files.
